Implications

Based on the latest information available, here's an update on tariffs related to Mauritania as of Sunday, April 20, 2025: Mauritania's General Tariff Regime: In 2022, the maximum tariff rate applied by Mauritania on any product was 35%. The simple average tariff rate across all products in 2022 was 12.91%.   The trade-weighted average tariff rate is reported to be around 9.7% (as of February 2025). It's important to understand that these are general rates. Specific tariffs on particular goods can vary within this range. Mauritania and the United States: The U.S. and Mauritania do not have any bilateral trade agreements. However, Mauritania is a beneficiary of the Generalized System of Preferences (GSP). This program allows certain goods produced in Mauritania to enter the U.S. duty-free. The GSP for Mauritania was reinstated in January 2024. The duty-free treatment under GSP is effective through the close of September 30, 2025.   Recent U.S. Tariffs and Mauritania: As part of the broader "reciprocal tariff" actions by the United States in April 2025, a baseline tariff of 10% was initially applied to imports from all countries, including Mauritania, effective April 5, 2025. However, the country-specific reciprocal tariffs that were announced on April 2, 2025, were subsequently paused for 90 days for most countries, effective April 10, 2025. According to a preliminary list released in early April 2025, Mauritania was listed with a 10% "discounted reciprocal tariff" rate. This suggests that during the 90-day pause, the effective U.S. tariff rate on most goods from Mauritania would be the baseline 10%. It's crucial to note that this is a temporary situation due to the pause. Other Trade Relationships of Mauritania: Mauritania is a member of the Arab Maghreb Union (AMU) economic trade bloc.   In 2017, Mauritania and the Economic Community of West African States (ECOWAS) signed an Association Agreement to allow the free flow of goods in the region.   Mauritania has been a member of the World Trade Organization (WTO) since May 31, 1995.   Mauritania is a signatory to the Cotonou Agreement between the European Union (EU) and the African, Caribbean, and Pacific (ACP) countries, granting it free access to the EU market.   Due to its "least-developed country" status, Mauritania also benefits from duty-free access to the European market under the "Everything But Arms" (EBA) initiative.   Mauritania was among the first African countries to ratify the African Continental Free Trade Area (AfCFTA) agreement in 2018. The AfCFTA aims to eliminate import taxes on goods and services produced in Africa.   Key Takeaways for Mauritania's Tariffs: Mauritania generally has moderate tariff rates, with a maximum of 35%. It benefits from duty-free access to the U.S. market under the GSP (until September 2025). It currently faces a 10% baseline tariff on exports to the U.S. due to the temporary pause in reciprocal tariffs. Mauritania has preferential trade agreements with the EU and is part of broader African trade initiatives.   For specific tariff rates on particular goods traded with Mauritania, it's recommended to consult the official tariff schedules of the importing country (e.g., the Harmonized Tariff Schedule of the U.S. for imports into the U.S. or the Mauritanian customs authority for imports into Mauritania). Tools like the Customs Info Database (available on trade.gov with registration) can be helpful for estimating duties and taxes.
